The EX-23 application form is specifically for British citizens who want to apply for their Tarjeta de Identidad de Extranjero (TIE) as beneficiaries under the Withdrawal Agreement. It is available online. You will need to complete the EX-23 application form for your appointment to get your Tarjeta de Identidad de Extranjero (TIE) if, as a British citizen, you fall under one of these categories:

You submitted your residency application after 6 July 2020 under the new rules and your residency application has been approved (you have resuelto favourable and have been granted a resolución)

You registered your residency before 6 July 2020 and have legal residency in the form of the Certificado de Registro de Ciudadano de la Unión (a green paper residence certificate, A4 or credit card-sized)
You will have to complete Sections 1 and 4 of the EX-23 application form. At the end of page 1 (under Section 3), you will see a check box asking you if communications and notifications can be made to you by electronic means – only check this box if you have valid digital certificate in Spain to access these notifications.
